The State of Connecticut, Department of Administrative Services (DAS), Bureau of Information Technology Solutions (BITS), is thrilled to announce our search for a dynamic and collaborative professional who will serve as the hands-on, technical Manager of Edge Network (Information Technology Manager 2). Reporting directly to the Director of Infrastructure Services, you will have responsibility for the Edge Network, Center of Excellence team, under the BITS Infrastructure Services group.

THE ROLE:
In your role you will work to inventory the deployed technology platforms and validate areas of ownership and responsibility. This could lead to decisions to transition work to other areas and similarly decisions around work performed by other areas that would transition to the Edge Network team. Additional examples of duties can be found in below.
Manager of Edge Network duties include:
Managing and performing (as needed) all design, installation, operation, and maintenance activities for the State’s enterprise LAN and Wi-Fi infrastructure across hundreds of campus and branch locations, including but not limited to: switch and wireless architecture design; deployment and configuration of Cisco network switches, wireless access points, controllers, and related systems; Network Access Control (NAC) design and enforcement (e.g., Cisco ISE); segmentation, secure access, authentication, and policy management; lifecycle management; and monitoring and incident response coordination.
Maintaining on-call coverage in a 24/7 network operations environment, and ensuring timely response to network outages, security events, capacity issues, and critical service-impacting incidents.
Coordinating and overseeing dispatch activities for network support, both scheduled and unscheduled, including prioritization of onsite response, technical triage, and collaboration with field support and partner teams in a 24/7 coverage environment.
Overseeing the inventory and lifecycle of Edge Network infrastructure and capabilities, including network hardware, wireless systems, licenses, and NAC components; planning and road-mapping upgrades, consolidation, and optimization to reduce duplication and improve service reliability and performance.
Overseeing collaboration with customers, subject matter experts, IT security, support staff, and other stakeholders to gather requirements; evaluate solution options; design and validate network architectures; and coordinate or produce presentations of findings, recommendations, and implementation strategies.
Ensuring network designs and operations comply with IT security, privacy, and regulatory requirements, including enforcement of segmentation policies, wireless security standards, device authentication, and secure configuration baselines.
Managing and overseeing subordinate staff, including performance management, mentoring, and growth planning; work prioritization and planning; scheduling; task assignment; approvals of time cards and time off; and ensuring coverage for critical operational needs.
Overseeing, maintaining, tracking, and reporting on network services, service levels, and service level commitments, including network performance metrics, service availability, capacity utilization, and incident trends.
Coordinating vendor, contract, and support engagements, including participation in procurement activities, vendor performance evaluation, and escalation management for network hardware, software, and service providers.
Other duties as assigned.

We are setting trends, not following them. As part of these efforts, the Department of Administrative Services Bureau of Enterprise Systems and Technology (DAS BEST) is joining forces with the majority of Executive Branch, Agency IT organizations, to form a new, centralized team under the Bureau of Information Technology Solutions (BITS).
Qualifications & Requirements
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Ten (10) years of experience in computer or network administration, architecture, operations, production control, systems development, information technology analysis and planning.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Two (2) years of the General Experience must have been in a supervisory capacity or one (1) year of the General Experience must have been in a managerial capacity.

NOTE: For state employees this experience is interpreted as two (2) years at the level of an Information Technology Supervisor or one (1) year at the level of an Information Technology Manager 1 or Agency Information Technology Manager.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

College training in computer science, management information systems or a closely related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one half (1/2) year of experience to a maximum of four (4) years for a Bachelor’s degree.
A Master’s degree in computer science, management information systems or a closely related field may be substituted for one (1) additional year of the General Experience.
